William was the son of J J (James John) Bartlett and Ellen (Nellie) Suffolk. J J Bartlett owned the Foresters’ Arms Hotel in the 1870s and the family was also associated with the Railway Club Hotel in Raglan Street. He served as a local Councillor including as Mayor in 1891. J J purchased Clareville at 101 Spring Street in 1899 which subsequently became the centre for the family run SP Bookmaking operation in the early decades of the 20th C.
